Digital Biometric Collection and Identification Management

Objective

To transition from a hardcopy-based Biometrics Collection and Identity Management Capability to a digital capability in the Canadian Armed Forces and the Department of National Defence.

Requirements

  1. Have the capability to access, manipulate, and output biometric data from available sources to multiple business streams, (i.e. prints from a CAF applicant are sent to the RCMP for criminality checks and also added to the recruiting database for identity management);
  2. Have the capability to provide an automated workflow and manual validation of fingerprints against current digital holdings;
  3. Maintain the ability to transfer select biometric data to the RCMP for purposes of personnel screening and security clearances; and
  4. Provide a digital backup capability providing business continuity that ensures there is no catastrophic loss of DND/CAF’s identity holdings.
